Though not a normal program within the Citizen Corps, a Memorandum of Understanding was created between the Citizen Corps and the American Radio Relay League (ARRL). Thanks to this, Kaufman County Amateur Radio Emergency Service, Inc. is affiliated with the Citizen Corps and it is also an active member of the Kaufman County Citizen Corps directly.
These emergency communications is provided through the Amateur Radio Emergency Service® (ARES) program. ARES® is made up of thousands of amateur (ham) radio operators that have donated their time, equipment and skills to helping others. No amateur received any compensation for their service and do so out of the willingness to help.
The ARES® has a long history, since the 1930's, of providing these services and will continue to do so for a long time. In the beginning messages where sent using Morse Code, while this is still a viable option today, most messages are transmitted using voice, digital, data, satellite and other forms available to amateur radio operators. The official motto for emergency communications using amateur radio is "When All Else Fails, Amateur Radio".
